The primary industry plays important role in the regional economy, and directly exerts the influence on industry structure and economic development. Generally, in the developed areas, there always has a primary industry with good prospect and good radiance. While, in the poor areas its primary industry often grows poorly.On the all-round analysis on natural resources, regional advantage and economic and social situation, the determinant factor to the poverty in Ninyuang County rests on the noncharacterisitcs of agriculture, non-pilors in the industry, non-agglomeration of industries and no primary industry with good potential. Thus, to relieve the poverty from the economic perspective, Ninyuang County must consider its advantage and characteristic analyze the development of today and tomorrow and correspondingly select and cultivate several primary industries to promote regional economy.County is the basic unit in the administrative planning. Its economic development has common and special feature, for underdeveloped areas, due to no completeness, openness and relative behind ness inherent in the county economy, selection of primary industry in county can't transplant the general approach used in the regional economy and form the judgment on it own interest. Through quantitative and qualitative analysis, tourism and construction material industry focusing on pottery, cement and stone material get the greatest potential to be the primary industry. As to cultivate the primary industry, county government should learn more, plan scientifically and help much. At the same time, put more efforts on attracting more investment related to the primary industry, and creating a good environment for its further development.
