This paper focuses on the politician behaviour of U.S. senators and Representatives. First, the paper briefly introduces the characteristics of the U.S. Congress politics and the roles the congressmen are playing. Secondly, the paper defines the concept of politician and describes the individual and group behaviour of congress politicians. Then the paper gives the reasons of the behaviour of politician which are pragmatism, ideology and values, and political performance, and clarifies the character of politician behaviour that is diversity, complexity, continuity and the unbalanced profit between individual congressman and the whole country. Moreover, the paper provides readers with the most important and sensitive issues of Sino-U.S. relations. The issues are among Taiwan problem, human rights problem, and the problem of the high technology export block to China. In order to solve the problems, the paper presents some methods which can be used. The methods include the independence of congress, president, and supreme court, profit groups and lobbyism, mass media and political morality, and congress assistants. Also the paper gives some suggestions for communicating with U.S. congress politicians in the future and for the continual improvement of Sino-U.S. relations. At last, the paper comes to some conclusions of the behaviour of U.S. congress politicians.
