Government investment is the principal part of the fixed assets investment in China. And it plays an important role in the development of economy and society. It is necessary to supervise government investment effectively for the steady, safe and healthy development of it. Therefore, this thesis studies how to perfect government investment supervision and regulation system from the viewpoint of law.The thesis reviews the course of the reformation of government investment system in China. By this time, a series of reformative measures have been made in the different period, and we have gained some primary effect. But there is still obvious contradiction in the government investment system. This thesis indicates deeply the major problems of the present government investment in China and analyzes carefully the cause of these problems. At the same time, government investment supervision and regulation systems in developed countries are studied comparatively and the thesis pointed their specific and same characters. Aimed at solving the existing problems, extracting the successful experience in foreign countries, it is necessary to set up legal system of supervision of government investment in China. And according to the practice in China, Some reformative measures about perfecting government investment supervision and regulation system are presented. The measures are setting up legal systems, the whole orientation and process supervision system of government investment. And it is also needed that setting up the system of decision-making supervision system, fund supervision system, construction supervision system and responsibility for government investment, etc.
