Although most rackets in our country still haven't complete characteristics of underworld currently , some rackets have tight organization systems and operation rules so that they already have some traces and characteristics of underworld organizations . As a result , a number of organizations with characteristics of underworld already have appeared in our country and they are developing from the South to the North , from the sea shore to the inland in directions . This kind of organizations is not only breaking our country's social orders of politic and economy and life , but also endangering people's mass life and property safety , and the result of their destruction is more and more serious . Therefore , it's necessary to investigate criminal organizations with characteristics of underworld quickly and timely.To investigate criminal organizations with characteristics of underworld , for one thing , this kind of organizations has the stronger guard in consciousness and anti-investigation ability , for another , sections of investigation lack experience of investigating this case and have many head managements so that they don't form an integrated force to fight . In addition , our laws are not sound and lack maneuverability , and crowds aren't active to fight against this crime , etc . As a result, it's difficult to investigate this crime . The text is divided into three parts :The preface simply analyzes organizations' with characteristics of underworld development condition and trend , and put forward that right counter plans and strategies are very important to fight against this crime . The first part puts forward concept of criminal organizations with characteristics of underworld through comparing this kind of organizations with general rackets and being based on current laws and juridical explanations.The second part first studies signs of criminal organizations with characteristics of underworld from the crime subjectivity , the crime subjective aspect , the crime objectivity , the crime objective aspect and then puts forward difficulties in investigation in order to put a way for proposing general counter plans and concrete strategies .The third part puts forward general counter plans and concrete strategies.
