Controlling administrative cost mainly includes a few sides as follow: 1. reshape administrative idea, strengthen the sense of cost; 2. perfect efficiency evaluation, lead government idea; 3. change government functions and institute appropriate measure authority; 4. break administrative monopoly, introduce competition mechanism; 5. regularize fiscal expenses and strengthen budget constraint; 6. perfect approval system; 7. construct electronic government affairs and create administrative ways.In short, controlling administrative cost is a complicated and systematic engineering with using and harmonizing various ways. If by so doing, we will control administrative cost at a low level and construct high-efficient government.
