In the field of international trade, the anti-dumping is a long-existing problem. Because World Trade Organization restriction on tariff and other traditional trade barriers, On the premise of not violating World Trade Organization's basic principle, the anti-dumping has already become main trade protection that substitutes tariff and other traditional trade barriers, especially by developed countries. In developed countries, European Union is earliest and largest district that take anti-dumping measure to China. It has already become main obstacle of trade between European and China, but with the constant promotion of market economic reform of China, the anti-dumping which European Union take to China has not been solved fundamentally. The main reason is that in European Union anti-dumping mechanism there still is the method to classify the countries. Coming from the Cold War mentality, this kind of discriminatory policy seriously loses contact with reality, its essence is a kind of trade protection. Classifying countries and keeping those import products with competition advantage outside of the door is to protect the industry interest of European Union. In fact, this kind of method sacrifices fair trade as the cost. The following are the summaries of this paper's three parts: The first part: Introducing the development of theory about anti-dumping and European Union's anti-dumping, including the approach of research, thought, concrete content and achievement made of research in the field of theory involved. On this basis, introducing European Union anti-dumping mechanism about classifying countries and expounding essence of trade protection that keep classifying countries. The second part: Introduce the development of European Union's anti-dumping mechanism against China. Before 1998, China is suitable for the anti-dumping mechanism of non-market economy countries. Since 1998, China is suitable for the anti-dumping mechanism of not-non-market economy countries. China has not yet been suitable for anti-dumping mechanism of market economy countries, which makes China encounter severe European Union's anti-dumping situation. Its main reason lies in that European Union still takes the inequitable anti-dumping mechanism to China. In addition to Chinese own some factors, the European Union's anti-dumping has made China face more complicated situation. The third part: Direct against various kinds of factors influencing the situation of European Union's anti-dumping against China, putting forward the corresponding countermeasure to solve these problem. The countermeasure includes the microcosmic and the macroscopic separately, striving for the whole market economic status, individual enterprise's market economic status, individual treatment. and utilizing dispute settlement mechanism of world trade organization.
