Supervision By The Npc System Thinking

Absolute power, absolute corruption; once power isn't restricted, corruption is an inevitable outcome. Therefore, it is certain requirement of our democratic politics to strengthen supervisory system of the People's Congress. However, due to not only deep causes of the political structure, the economic structure and the political culture etc. ,but also direct cause of self—operating mechanism of the People's Congress, our supervisory functions of it aren't fully embodied, being serious weakness.With requirement of building our democratic politics and modernized country, it is urgent very much to reform supervisory system of the People's Congress, which has to consider the relevant theories. By analyzing situations of supervisory system of it, and deep causes of serious weakness of supervisory authority of it, including the politics, economy, thought, culture and self—operating mechanism of it, the author raises the following suggestions on founding and perfecting supervisory system of it:First, the basic theory of supervisory system of it has to be developed and changed in accordance with time; we should further make the bound of the principles of unity of legislative and administration, and democratic centralism clear. Second, we should establish and improve the market economic structure, which can provide the relevant soil of the economy and the political culture; we should further strengthen the reform of the political structure, rationalizing the relationships between the Party and the people's congress, solving the non—divided relationships between the Party and the government; we should reform and perfect our election system. Third, we should reform and improve self—operating mechanism of the People's Congress, including supervisory objects, contents, ways, procedures and organizations of it and so on .
