In keeping with the privileged nature of links forged by geographical proximity andhistory, the European Union tried to promote actions towards the necessary Equilibriumin the Mediterranean region. The Euro-Mediterranean Partnership (EMP) initiative dealswith a system of true and effective cooperation among nations bordering theMediterranean Sea. The Barcelona Declaration adopted in November 1995 marked thestarting-point of the Barcelona Process, a wide framework of political, economic andsocial relations between the Member States of the European Union and partners of theSouthern Mediterranean.In the Barcelona Declaration, the 27 participants (15 European Union and 12Mediterranean partners) established the three main objectives of the Partnership:1. To construct political and security partnership so as to form a common area ofpeace and stability,2. Creating an area of shared prosperity through the establishment of a free tradearea by the year 2010,3. To promote the rapprochement between peoples through a social, cultural andhuman partnership.This paper aims to evaluate whether the EU has successfully adjusted its policytowards neighborhood nations in a coherent and strategic manner in the post-Cold Warera.Chapter 1 introduces the significance, innovation and methodology of theinvestigation.Chapter 2 outlines the historical background in which the European Communitypursued connections with the Mediterranean region and stresses the strategic importanceof the Mediterranean for the European Union.Chapter 3 is to state the forming and deepening of good neighborly relations. Eversince early 1950s, with the enlargement and evolution of the European Community, theEC seeked to shape its rim land. After the end of the cold war, the European Union hasbuilt close ties with the countries that run around its eastern and southern flanks.The research in Chapter 4 focuses on economical, political and social dimensions ofEMP initiative.The analysis of Chapter 5 is to track the measurable progress of EMP and toevaluate the underlying anxiety of areas of action.Chapter 6 evaluates the prospect of the EU's cooperation with the Mediterraneanpartners after visiting the new security concerns from the European security structure'sperspective. It argues that, the unsuitability of NATO, WEU and OSCE to assumeresponsibility for the security and prosperity of the Mediterranean lies in their originalmission and their adjustment of policy towards the Mediterranean Sea.The conclusion part briefs on the willingness and capability of the EU to ensure asafe backyard while deepening its Eastward Enlargement. The EU will take a pragmaticapproach due to interests in the region, which is the linchpin of the EU's long-termcommitment to its neighbors.
