The principle of competition promotion is one of the basic principles of contemporary telecommunications law. The main content of this principle is that in accordance to the monopolized telecommunication market or a transitional telecommunication market from monopoly to competition and under government regulation rules of competition will be introduced into the telecommunication market and such rules will guarantee and prosper the growth of competition forces and which will gradually form a workable competition in the telecommunication market. Since the 1980s of the 20th century, countries throughout the world had been making great efforts to introduce rules of competition to the telecommunication market and had stipulated or amended their own telecommunications law, and set up series of legal systems promoting competition of telecommunication market. They had also amended rules not compliant to the competition to remove obstacles to competition.The purpose of this thesis is to analyze the promoting effect of main systems of contemporary telecommunications law based on thorough discussion on the principle of competition promotion and the author hopes that such analysis can provide some reference to the legislation of telecommunications law of China.The thesis begins with the definition of the principle of competition promotion and use historical and comparative methods to analyze the cause and historical development of this principle and also series of legal systems to promote competition by contemporary telecommunications law. Based on former analysis, the author comes to the conclusion that from traditional to contemporary telecommunications law, the basic principles have transformed from monopoly supported to monopoly opposed and competition supported. The concrete legal systems have also been altered fundamentally and in author's opinion China should also follow this principle and make amendment to current telecommunications law.The thesis is divided into three parts, namely foreword, text and conclusion.
