Domestic regulation influences trade in services much deeper than generalinternational rule i.e. GATS VI, and thus has substantial meaning to the liberalizationprogress of trade in services and implementation of rules and specific commitment inGATS. This paper noticed the great effort and interest of Working Party on DomesticRegulation (WPDR) and members putting on the possibility and direction of futuredisciplines on domestic regulation. Basing on the analysis of GATS VI along withthree key concepts i.e. transparency, necessity test and equivalence, the paperconcludes the main focus of issues discussed among members in WTO, and alsopredict the possible solutions of these issues, with reference to many working papersby OECD, WTO and SOUTH CENTRE. In the policy recommendation part, thepaper summarizes the importance of transparency and governance clarity in legalconstruction and re-construction emerging in China, reckons China should actively beinvolved in the pre-discussion of future disciplines and keep an eye on the initiativesbrought up by other members, meanwhile strategically take part in the internationalstandards making process and mutual recognition negotiations, so as to ensure bothinstitutionally and technically the healthy development of trade in services in China.
