| Public decision making is a key link in public management. Its quality depends on the level of public management in a great degree. Public management in the modern society places weight to public decision making. The hearing system is a historic effect of exploration in public decision making area. It has been applied widely in a number of countries and proven to be an important regulative procedure design in the modern public decision making system. Late in 1990s, China introduced the hearing system to the public decision making area. As a system or procedure of public decision making, China's hearing system is still in the fundamental phrase. This document researches on the hearing system in governments' administrative decision making. It analyses Chinese governments' administrative decision making system during public governance transformation and offers strategic counsel accordingly with theories of public management and decision making. It features realism significance for the governance system transformation of China's public decision making system reform.Since the end of 1970s, China has started a historic reform from economics to politics areas and entered a transformation of dozens of years. Many social problems have emerged during the transformation and provided powerful internal momentum for China's political system reform. Grim challenges brought by globalization and China's entry to WTO have given more direct external momentum for the governmental functions and operational manners.
