The newly issued "Interim Regulations on Major Administrative Decision-making Procedures" regards "public participation" as the legal procedure for major administrative decisions-making.Public participation in administrative decision-making can effectively supervise the exercise of administrative power and enhance the scientific and democratic nature of administrative decision-making.As the most formal form of public participation,improving the hearing system for major administrative decision-making is conducive to ensuring citizens' orderly participation in the process of major administrative decision-making.This article starts with the concept of major administrative decision,and discusses the characteristics and theoretical basis of the hearing system of major administrative decision-making.The article points out that low effectiveness in the practice is a serious problem in major administrative decision-making hearings system in China.This paper analyzes the institutional factors that affect the effectiveness of the major administrative decision-making hearing system based on cases and regulations.At present,China's major administrative decision-making hearing system has problems such as incomplete and untimely information disclosure,difficulty in starting the hearing,insufficient regulation of the hearing organization,and lack of a public opinion response mechanism.Based on the actual situation in China and the practical experience abroad,this article puts forward feasible suggestions for the problems of China's major administrative decision hearing system: perfect information disclosure,clarify the scope of the hearing,refine the hearing organization regulations,establish a response mechanism,etc.
