As one general principle of administrative law, the principle of the protection of legitimate expectation sprang form German, and has been confirmed in many countries or regions right now. Chinese scholars had also showed more concern to this principle since the beginning of 21st century, but the study has been not systematic by now. The principle of the protection of legitimate expectation centers attention on the protection of people's legitimate expectation and the safeguard of legal certainty, embodying the essence of rule of law, thus, it has individual effect in guaranteeing human rights thoroughly and maintaining government's credit. With the further development of welfare administration, more emphasis should be put on the application of abstract administrative activities and relative administrative activities. There's great practical significance to apply the principle of the protection of legitimate expectation in China. Therefore, we should study this principle more deeply and make relevant requirements become institutionalized in good time.
