Border issue always gives rise to grievous conflicts, and is one of the hardest questions in international relations. The Sino-Indian border issue is an important issue left over by the history, which has once caused the grievous conflict between two countries in 1962. Since then, the border issue has become one of the serious factors that impede Sino-Indian relations. Because the border issue is not only connected with territorial problem, but is also related to China's national security, the security dilemma was a sticking point in Sino-Indian relations as well as in the border issue. Therefore, China and India should resolve the security problem before they try to find a solution to the border issue.China used New Security Conception to resolve international conflict in these days. China advocates that states should set up the confidence-building measures (CBMs) to achieve common security on the principle of mutual trust, mutual benefit, equality and cooperation. The New Security Conception would be conducive to the resolving of security dilemma between China and India and it will make for a good solution to the border issue.China and India have been trying to develop mutual trust relations and the border talks have commenced between two countries since 1981. Since then, there have been sound improvements on the Sino-Indian relations as well as a steady and gradual progress in military CBMs, leading to two major agreements (the 1993 Agreement on the Maintenance of Peace and Tranquility, and the 1996 Agreement on Confidence-Building Measures).Therefore, the CBM process was a useful way to facilitate the resolution of the border issue. As long as both sides make courageous political decision on the principle of The New Security Conception,implement the consensus on the principle of mutual trust, understanding and readjustment on the border issue, the difficulty can be removed, the final win-win solution will be achieved in a comparative quick way.
