Since the end of the 19th Century till now, fine penalty has played more and more important role in the system of penalty all over the country Fine penalty which has been used extensively has become the center of penalty structure of most countries as well as imprisonment penalty. Expanding the application of fine penalty has been one of the sign of delict penalty in the present. But in our field of theory, taking theory of crime seriously and taking theory of penalty lightly, there's no much research on fine penalty to guide our legislation of penalty. From the respect of legislation, our legislation of fine penalty has quite a few evils and is more backward in contrast with other countries and doesn't tally with the developing trend of the penalty system. This essay has studied on the perfecting of the fine penalty.This essay consists six parts.Part 1 Foreword.
