While The 10^th Five-year-plan ends completely, our country in the beginning of new century has obtained great achievement which attracted worldwide attention, but there have many profound conflicts yet to be solved urgently. Among these problems, outstanding "Sannong" issue (agricultural, rural and farmer) has not only been resolved well, but also get worse indeed until now. Why?
