The parole, a penalty excuting system, is aimed to re-socialize the earnestly repentent criminals by setting them free under some attached conditions. It has been gradually recognized and adopted in various countries since the middle of 19th century. The parole system was introduced to our country early 20th century, and after nearly one hundred years of development it is now comparatively perfect.In our country, the parole system embodies the criminal policy, which is a combination of punishment and pardon, and a combination of punishment and education. It plays a very important role in helping criminals confess their crimes, commit themselves to law, actively remould themselves and return to society. However, compared with other advanced countries, our county lags behind in crimina legislation and penalty excuting practice. This paper is aimed to provide the parole system with theoretical support and practical possibility in "educating and rectifying of criminals "by rearching into the disparity of the parole systems home and abroad, the state and causes of its adminstration and by improving the ratio of its utilization and the design of the system itselve. To this end, this paper elaborates upon the parole in the following parts.The first part is the rationale and the value orientation. Through the introduction of various theories and inquiry into its rationale, this part argues that the parole system conforms to the idea of education and transform of criminals, manifests the principle of economical penalty, reflects the trend of penalty individualization and socialization. Also this part creatively proposes the value orientation is manifested mainly on "two balances".
