Parole,as a kind of incomplete restrict the personal freedom of criminal punishment measures,is important penalty change system in our country,after one hundred years of precipitation,the significance of its positive transformation is not only motivate the criminals in prison,and more can effectively help criminals adapt to prison by the completely closed to the open free transition of social life.To say the parole is to ensure the authority of the punishment originally decided and guarantee the effect of the prisoners.But in the current judicial practice,the phenomenon of the low rate of parole.The author hope that through the study of S parole apply regional circumstances,find out the main sticking point of low rate of parole in China,in view of the problem to find out the reason,put forward the feasible countermeasure,in order to improve the rate of parole application.Based on the S district from 2005 to 2014,the prison on parole implementation as samples,analyzes the parole system running status in S area,found that existed in parole S regions rate low,narrow scope of parole,parole apply absence of procuratorial supervision,this also is the common problems in the country.Low rate of parole apply mainly because the following several aspects: first,parole apply rigid frame are too tight;Second,the procuratorial organs can’t supervised parole implementation,lead to parole courts strictly grasp;Third,there is no crime is not easy to assess risk again wait for a reason.This paper parsed research,contact the international on the parole system,put forward perfect parole system in our country should expand the scope of parole,perfect the procuratorial supervision mechanism,establish and crime risk assessment system,on a trial basis given parole system,establishment of the parole board and so on.This article also to crime again make a detailed discussion on risk assessment,puts forward the implicit test method was applied to evaluation of parole.
