With the development of global economy cooperation, global and regional economic integration is on the way. WTO contributes much to global economic integration, while European Union, NAFTA, ASEAN are main organizations of regional economy. The People's Republic of China is already one of important members of WTO, and reaches CEPA with Hong Kong and Macao. CEPA not only offers trade promotion, but also provides prospective systematic models and experience. The legal systems of WTO, European Union, NAFTA, ASEAN used for reference, the thesis attempts to put forward some suggestion on future legal construction based on current regulations of CEPA.The thesis consists of six chapters.Chapter one gives a brief introduction of basic theories on economic integration. Firstly, this chapter presents legal definition and characteristics of economic integration. Secondly, it demonstrates four types of economic integration: free trade area, custom union, common market, and complete economic union.Chapter two analyzes the current condition of economic relationship among Chinese Mainland, Hong Kong,Macao and Chinese Taipei legally. First, one country, four sides. Among the four members of WTO, only the mainland joins it as a developing country, and Hong Kong, Macao and Taiwan as the Separate Customs Territory. Second, article24 of GATT1994 in WTO permits the establishment of regional organization promoting regional economic integration. In the thesis, the whole Chinese areas should choose free trade area.Chapter three offers an analysis the legal system related to goods trade, especially on two points: the Rules of Origin Concerning Goods and the construction of laws on fair competition.
