State compensation can set up as an important system of the civilized society, it passed a very long process in our country. The law promulgated formally on May 12th, 1994 and put into effect formally on January 1st, 1995. In the past ten years, as an important achievement of the socialist political civilization, its contribution reflects as follows: it embodies the people's sovereign rights; it build up a liability government in the administrative executive link; it shows social justice in the process of judicatory practice. But meanwhile ,we must realize clearly some shortcomings and defects exist surely in the state Compensation Law. It becomes a hot topic recently to perfect the State Compensation Law. The thesis tries to make a deep theoryanalysis to the administration compensation system —— an importantcomposed part of the State Compensation Law, and then discuss the ways to perfect the administrative compensation.
