Ever since the ending of the Cold War, prevention of the proliferation of Weapons of Mass Destruction has got an ever-increasing importance on the agenda of American foreign strategy. For the purpose of seeking global hegemony, while continuously pursuing its original non-proliferation policies formulated in the Cold War, the United States has constantly adjusted its non-proliferation policies and strategies. To the United States, non-proliferation has a direct bearing on its national security.In addition, the US Nonproliferation policy has undergone a tremendous change, namely from'simply emphasizing prevention'to'emphasizing prevention and countering'. In light of some'inevitable'situations in the proliferation of WMD, on one hand, the United States strengthened its efforts in the prevention of proliferation of WMD and enhanced its cooperation with IAEA and other multilateral organizations. On the other hand, the United States has come up with some counter measures, including military actions. Hence the content of American prevention of proliferation of WMD was enriched and the manner was diversified.While keeping a close eye on proliferation activities by traditional nation actors, the US included international organizations, transnational crime organizations and terrorist groups into its target. What is more, these newly-founded targets have taken an ever-increasingly important role in the whole non-proliferation system.Hence, an all-dimensional and multi-tiered non-proliferation system has come into being, which plays certain positive role in the construction of international non-proliferation mechanism and the settlement of regional non-proliferation issues. However, the nature of American non-proliferation policies, which serves its seeking of global hegemony, remained unchanged. Many internal contradictions have occurred during the implementation of these policies and it is for sure that these policies shall have a negative influence on international non-proliferation mechanism as well as international efforts in this regard.In the field of non-proliferation, China and the United States experienced both successful cooperation and great differences, or even radical conflicts.
