The condominium ownership of buildings, as a vital form of property ownership in the modern times, has been established in the civil law in many countries and regions, such as Germany, France, Switzerland, America, Japan and Taiwan, etc.However, owing to the particular historical background of China, the condominium ownership of buildings has not yet been established in the civil law of China. Therefore, in pace with the reforming of the lodgings system from 1990s, such form of ownership that many owners enjoy a building or a dwelling district is very popular. Consequently, the necessity of establishing the condominium ownership of buildings is very urgent in China.Since modern property is large-scale and regionalization how to manage the real estate area is a complex task .Therefore, the system of public management covenant of owners has been established in the condominium ownership of buildings.In sep.2003, the State Council issued the Property Management Regulations. However, the Regulation is so brief that it is partly lacking of serviceability. Especially, the regulations of it about public management covenant are too simple to take effect to normalize and guide the behaviors of the dwellers and the property managers.In view of this, the author of this article chooses the subject STUDY OF PUBLIC MANAGEMENT COVENANT. After analyzing the relevant issues of present public management covenant system, the author just want to provide some suggestions to consummate the theory and the legislation.This article is divided into four parts.The first part is FOREWORD. In this part, the author has explained the reasons and showed the aim of the article.
