The Committee of Estate-Owner, the executive body of the Estate-Owner's convention, is an important way to realize the self-management of all estate. However, the legal status of this committee is not clearly defined in regulation, which is neither a corporate body nor a social organization. Its rights derive from the organization of all the owners and exercise autonomous management of the estate on behalf of all the owners. When establishing the committee, it is necessary to make strict regulations in order to prevent right abusing. Once the committee is set up, it should operate following certain regulations to achieve effective management. Referring to the advanced experience abroad, we could define it as an Unincorporated Society and do some help to its development and community construction.This paper consists of four Chapters:In the first Chapter, it introduces the basic conception and function of the Committee of Estate-Owner.In the second Chapter, it introduces and analyses the regulatory modes of Committee of Estate-Owner abroad.In the third Chapter, it makes clear the legal status of Committee of Estate-Owner in China, and classifies it in the category of Unincorporated Society.In the last Chapter, it analyses the civil subject character of the Committee of Estate-Owner and sums up that it is essential and feasible to endow this committee the status of civil subject.
