Since the 1980s, Non-governmental Organizations(NGOs)have rapidly developed in the world and become new and important international actors. They have more and more influence on international affairs. As an important inter-governmental international development agency in Asia-Pacific region, ADB (the Asia Development Bank) has made great contributions to promote all-round social and economic development of Asia-Pacific region. Since the late 1980s of 20 century, ADB has gradually come to realize that NGOs play a very important role in the Asia-Pacific region's social and economic development, poverty reduction and improvement of the lives of the poor; in addition, actively developed the cooperation with NGOs. At present, the interaction between ADB and NGOs is moving towards standardization and institutionalization.Based on historical analysis, case analysis, as well as the qualitative and quantitative research methods, the thesis studies the interaction between NGOs and the ADB. By means of the research of the cooperation between NGOs and ADB, the thesis makes an assessment on the basis of the theory of civil society, development theory and governance theory.In this paper, NGOs are regarded an important force to promote development and reduce poverty. To begin with an overview of NGOs, especially NGOs in the Asia-Pacific region as well as ADB, the paper elaborates the process and approaches of the cooperation between ADB and NGOs by means of case study. It also analyses the motives and roles of the interaction between ADB and NGOs. Then the author points out the problems lied in the cooperation between ADB and NGOs. Furthermore, the paper analyses the status quo and problems of the cooperation between China's NGOs and ADB, and provides some advice on improving the cooperation between China's NGOs and ADB. On the basis of comprehensive analysis of the ADB and NGOs'interaction, the author puts forward the policies and measures to improve the cooperation between ADB and NGOs and the tripartite cooperation framework of ADB-Government-NGOs. Besides, the paper studies the theory of civil society, the theory of development and the theory governance which relate to the theme of the paper. This opens up new perspectives to the study of international politics as well as provides new support of related theories.To promote socio-economic development of Asia-Pacific region, there not only needs the cooperation between government and international organizations, but the participation of NGOs. ADB and NGOs'interaction both promotes economic development and reduce poverty in the Asia-Pacific region and provide a platform for the development of NGOs. The study of interaction between NGOs and the ADB not only implicates theoretical significance, but also practical significance.
