On The Chinese Government Information Disclosure

The society has got into the age of information, information, which is the most important resource of society, is greatly controlled by the government. The publicity of government information not only embodies the request that the constitution to give citizens the right of knowing what happened, but also makes people understand the government, participate the government's managements and decisions, and develop the socialism democracy, furthermore, it can adapt to the request of the government's behavior clarity by the background of WTO.Modern society is very complicated, various of complicated affairs and abrupt affairs often take place, such as the SARS, tsunami in Indian Ocean , bird's flu etc. A serious of disaster affairs request the government public information in time, in order to strengthen the government's clarity and response. Therefore, how to perfect and develop the publicity of government's information comes up to the agenda and becomes the hot problem which is studied in theories field.The information which is published by the government is more and more, Guangzhou, Shanghai etc. "touch rock over the river", the local legislation is gradually developing. On April 24, 2007, State Premier Wen Jiabao signed the No.492th State Council Document, 《The information public regulation of the People's Republic of China government》, information publicity in Chinese government has got a big development, but still has some problems, such as the citizens' weak consciousness of publishing information, the government's weak consciousness of service, the impediment way in information communication, and information publicity system without lawmaking support etc.This thesis takes the epoch of information as background, the administrative reformation of the government as a clue, the government's information publicity theory as base, then discusses and analyse problems on the information publicity of the Chinese government, and advances related solutions and suggestions. Four chapters are employed to expatiate upon the details.The first chapter discusses the main categories of the information publicity ofgovernments and its jurisprudence basis. It introduces the principal part, contents and methods of the information publicity of governments. The chapter studies the issue from the view of constitutions and administrative laws. Chapter Two states the historical developing trace and its significance of the information publicity of the Chinese government. It analyses the developing trace of the information publicity of the Chinese government and how it helps to ensure the rights of people, to enhance the efficiency of administration, to prevent and punish corruption, and to build a united society. Chapter Three analyses the status quo and problems of information publicity of governments. Information publicity of governments is a complicated project, and a difficult task that takes a lot of time. Information publicity of governments has some problems such as formalism, the content is limited, the way is narrow, and lack of institution and law support. From concept, politics, legality and technology aspects. The forth chapter gives suggestions of information publicity of governments.In a word, we should base on the condition of our country, learn from other developed countries and discover an open way, content, method and impact positively to make sure the right of the people, the artificial person and other organization to gain the information and to make sure that the country and people will not be violated.
