Studies On DongYing City's Government Information Openness

The improved openness of the government information will be advantageous to promote the citizens involved in the nation management, guarantee individual rights, accelerate the process of economic development, reduce corrupt, improve administration efficiency, create a sunlight government. The GDP per capital in DongYing City is higher than other cities of ShanDong province. And the economic social condition is better. So was chosen to make experiments acquiring experience because DongYing have played a leading role in ShanDong province, even in the whole country. As early as 2004 the municipal government issued《the make public ways of the municipal information》, the law have pushed the process of make up government information while we still face some problems. This paper try to analysis the state of making the public information open on the basis of some theories related information. It includes two parts: the information shared by the government departments and the information shared by the enterprise and individuals. As to the information shared in departments, we just investigate 49 units which in charge the public affairs. As to the information shared by public, we mainly investigate 50 enterprises and 100citiitizens. We try to find out the problems and the causes in order to show model explanation, which can show us some laws in the process of information openness and some means to solve the problems.
