At present, crimes functiongaries of a state organ abusing their powers or neglct their duties commit have still been of frequent and high occurrence. Tt seriously violates the normal work order of a state organ, influences the public trust the fairness of official activities of functiongaries of a state organ and swingegingly imperils the national interests and the people's interests . In judicial practice, the investigations of cimes of derelication of duty ,which are involved in rattraps, are restricted by subjective and objective factors. Hence, theauthor reseraches into cimes of derelication of duty, the investigations of these crimes, the present rattraps. The author also takes measures through many aspects such as organizing and personnel system, the integartive mechanism ofthe investigation, means of technological investigation ,inquest tactics, the entironment of executing the law and personnel diathesis .
