China's Southwest Border Areas Involving Firearms And Drug-related Crime Causes, Characteristics And Detection And Prevention System Research

While our country is developing an intensive connection with SoutheastAsian Nations in the international cooperation system such as Association ofSoutheast Asian Nations (ASEAN), the association between the southwest frontierprovinces of our country and the neighboring countries and regions also becomescloser and closer. But at the same time, the social problems especially criminalproblems caused by this economic circulation cannot be ignored. Take YunNanprovince for example. In April 2005, 1971 drug-related cases were solved,460Kgheroin, 118.08Kg opium, 8.52Kg morphine and 82.4Kg ice sculpture were foundand 2305 drug-related criminal suspects were arrested. Actually drug-relatedcrimes and gun-or-explosive-related crimes have already become two major kinds ofcrime which seriously harm the public stability of the southwest area of our country.It becomes more and more difficult to prevent and investigate thedrug-related crimes and the gun-or- explosive-related crimes because of theincreasing number and the new means of these two kinds of crime. If we analysethese criminal problems mentioned above from an ethical and religious angle, thecomplexity of these problems will clearly appears.At present, the research of investigating and preventing mode for gun-relatedand drug-related crimes, which is applicable in the southwest border area of ourcountry, is scattered and short of systematization. In order to solve the problem thatthese two kinds of crime are overflowing, this thesis begins with the causationsand characteristics of them, constructing a gun-related and drug-related crimeinvestigating and preventing system on a macroscopic view.This thesis includes 3 parts in structure, the foreword, the body and theconcluding remarks, total more than 33,000 words.In the foreword, the author introduces the theoretic significances and themain practical value of writing this thesis. If we don't control those two kinds ofcrime timely, they will become more serious and block the process of constructingthe harmonious society.In the first part of the text, the author firstly does researches on the causations of drug-related crime. The expansion of drug consumer market and the enormousprofits of drug traffic may be the excitant. And then the author also expounds thereasons why gun-or-explosive-related crimes often occur in the southwest borderarea of our country. The relaxed managerial system and some historical mattersmay be the important ones.The second part of the text mainly discusses the characteristics of gun-relatedand drug-related crimes committed in the southwest border area of our country.This part first analyses the stealthiness of those two kinds of crime, and thendiscusses the epoch traits and border traits of them. It also analyses primarily thesubjects and objects of these crimes according to the conditions of social economyand culture in that area of our country.The third part of the text mainly studies the construction of the investigatingand preventing system of gun-related and drug-related crimes from a macroscopicview based on system theory. Form the elements of this system to constructing theinvestigating and preventing system both in city and countryside, further to theforce we can depend on, the coordinating body and logistics which are vitallyneeded, in the crime investigating and preventing task, this part makes acomprehensive discussion in detail. Furthermore, this part also refers to the specialmatters and reasons which causes the gun-related and drug-related crimecommitted in the southwest frontier countryside.The forth part of the text puts forward some suggestion about how to carryinvestigating and preventing measures and other supporting measures intoexecution in allusion to the two comparatively main and serious kinds ofgun-related and drug-related crime which involved with the resource of guns,exploder and drug. This part makes a deep discussion about such measures onbuilding information system, intensifying frontier control, etc.Theory comes from practice and must go back to it. Therefore, the crimeinvestigating and preventing theory must be applied to the crime investigating andpreventing practice. Go ahead in this significance, the purpose of this thesis isoffering gist and roles about constructing gun-related and drug-related crimeinvestigating and preventing system. So there is much content of this thesis carriesintense connection with the practical measures in order to achieve this target.
