This measure had great influence in society. Whetheror not establish this system and how to construct turn to be a new problemespecially in Administrative Litigation. As a postgraduate who had been a Judgeengaged in Administrative Trial, I have great interest in this problem. So Idetermined to take it as master's degree article. This article involves severalparts and introduces the system of Precedent in Administrative Litigation insome countries and areas. It analyses the necessities and possibilities ofestablishing the case directing system in Administrative Litigation in our country.It also analyses the main problem for our country to establish the system andproposes some measures to resolve those problems.
