Strategy originally means the way directing the development of war. Setting a strategy usually is closely involved with the judgment on strategic environment. Soviet Union'collapse and communist regimes'overthrowing in North Europe made the international situation a complete change, particularly the withdrawal of the US army from the Southeast Asia left great space for the relevant surrounding powers, converging with the peaceful rising of China, which made lots impact on the ASEAN countries.In the time of globalization and national consciousness strengthened, the traditional ways of dealing big powers like balance of power and bandwagon dose not conform to common aspirations. Then Balancing and new modal of bandwagon appear. ASEAN strategy towards China just follows this trend. Historically speaking, its development can be classified into three stages: from the end of cold war to the breaking out of 1997 Asian financial crisis with the characteristics of balancing as main feature, from 1997 to 2004 with the characteristics of new modal of bandwagon, and from 2004 until now with the characteristics of combining the two features of balancing and new modal of bandwagon. Generally speaking ASEAN strategy towards China shows a kind of contradiction, which usually derives from ASEAN judging on China's intentions.In order to deepen China-Asean cooperation, China should try to reduce the bad conception toward China's intentions. China can take actions in two respects: politically China should strengthen the top-level exchanges and economically. develop further interdependence with ASEAN countries through pushing the regional integration forward.
