On The Legislative Public

As a measure of the degree of democratization, legislative transparency has already formed the quite complete system in many countries. In our country, the trial transparency and the administration transparency have gradually established, but as the premise of the government by law, legislative transparency has not actually caused the people enough attention. At present, the research for legislative transparency is rare and the existing research is simple introduction of the legislative transparency. This paper attempts to systematically elaborates legislative transparency and offer a few ordinary introductory remarks so that others may offer their valuable ideas.This paper is mainly divided into four chapters. The first chapter elaborates the general theory of legislative transparency. The second chapter makes a detailed introduction about the basic institution of the legislative transparency system in foreign countries. The third part elaborates current situation of China's legislative transparency 'system. The fourth chapter first elaborates urgency of perfecting the system of legislative transparency. Then, the four chapter probes into the main weaknesses in the legislative transparency system in China and presents ten proposals on how to improve the legislation transparency system in our country.The main achievement and the innovation of this paper is to systematically elaborate legislative transparency and presents proposals on how to improve the legislation transparency system from the methodology angle.
