China's Civil Service Examination System Problems And Countermeasures

The merit system is the core of Civil Service System. The essential of merit system is to select persons with abilities. Its development is pivotal to select people, construct professional official troop and increase the efficiency of affairs of state's management.It is an important decision-making by our Party and state government to establish and implement merit system. It is also an important reform of our government official personnel system under the instruction of Deng Xiao-ping's theory and "three representatives" and that is a very significant content of construction of our socialism politics civilization. Since China Civil Service System first been proposed by the thirteenth conference of China Communist Party and seventh National congress. China communist Party fourteenth conference and eighth National congress have determined to implement Civil Service System soonest, especially the merit system. Fifteenth and sixteenth conference of the Party and ninth National congress call for to make perfection of the merit system. Our merit system is going to be perfected and fully be practiced.Along with globalization expediting, reforms of merit system and administrative reforms of the Countries in the world process gradually. The traditional bureaucracy has not been suitable for the transformations and development of society. China merit system has been faced a lot of opportunities and new challenges since our country entered into WTO. There are many problems in merit system because the environment of politics, economy and culture is immature for implementing merit system. How to contribute and perfect our merit system is a hot and crucial task. This paper will discuss the basic theory of merit system, find out the existing problems to analyze the causations, draw lessons from other states. Present the countermeasures and advices for future innovation of our merit system.
