On The Chinese Communist Party People-centered Concept Of Governance

Facing the new circumstances, new stage, new problems, our new generation leaders, led by General Secretary Hu Jintao, put forward the very important theory :human-oriented governing idea. The idea, which has profound connotation, creates another new realm in adapting Marxism to conditions in China. It succeeds and develops the governing idea of pre-leaders. It is the enrichment and the sublimation of our Party's governing idea. It is the representation of core values orientation in building socialism with Chinese characteristics.Different from the People Idea of Chinese traditional culture and the Western humanism thought, the human-oriented governing idea fully affirms human beings'mastership status in the history of social development, expresses our party's governing tenet, objective and value orientation. Insisting on the human-oriented governing idea, we must look on person as the premise of developing, the purpose of developing, the driving force of developing, the standard of developing, and the topmost aim is to realize the human beings'development in all respects. In these years'of carrying out the idea, the great cohesion and life force have already appeared.The human-oriented idea has extensively arisen the attention of the Party and society, it has already become the focus of academic research. Concerning the research of the human-oriented governing idea, we have attained a little fruit. But what we should do is to advance our cognition and research of the idea, because it has significant theory value and the practice significance.This text follows the guidance of the Marxism, discusses the history resources, theory basis, scientific connotation and the great practice of CPC after the third session of 16th CPC Congress. This text gives some positive solutions to the problems we have met during the course of carrying the human-oriented idea.The paper consists of three parts.Part one: This part summarizes the background of the governing idea of People-oriented in power of the Communist Party of China.Part two: In this part, the paper analyses the theoretical basis and ideological origin of the governing idea of being people-oriented, further explains the governing idea of being people-oriented and helps understand it better. Part three: In this part, the paper gives an tentative probe to how to carry out the governing idea of being people-oriented from three aspects: 1) People's democracy is the lifeblood of socialism. The Party has been consistently pursuing the goal of developing socialist democracy.2) Accelerate the reform of the administrative system and build a service-oriented government. 3) Accelerating Social Development with the Focus on Improving People's Livelihood.
