On The Law Of Administrative Planning Control

The Administrative plan which has the future-oriented feature gets huge space.As the manipulation of administrative power,The Administrative Plan constrained by the legal principle and they are in a state of constant tension in the relationship. Viewed from the characteristics of the plan, it is subtle that the entities of manipulation and control are realized. The plan is mainly carried out by the program of procedures, which included formulation, implementation and modification of the procedures. The construction of the plans is elaborated in the dissertation.This paper is divided into five parts.The introduction draws our attention to The Administrative Plan,which shows the plight of the route of bus No.228.The first section not only introduces the basic problems of the plan, but also investigates the concept, characteristics, classification, the nature and the role of the plan, and so on.The second section expounds the necessity of legislation control to The Administrative Plan. In this part, the paper cites various cases and manifests the control methods which we suggest about the issues. Ultimately conception of the plan perfection is established by way of drawing up procedures.Combined with the new Town and Country Plan Bill passed recently, the forward-looking preview and judgment towards our national administration plan are made in the third section.The fourth section, on the basis of expounding and proving above, conbining the the legislation idea of some scholars,the paper draws up the relevance law norms.The last ,as the conclusion, gave the answer to the question of the introduction.In this paper, some methods are applied to elaborate my viewpoints, including analogy, standardization and logical analysis and the like.
