On The Working-out Procedure Of Administrative Plan

This thesis is divided into three parts. The introduction simply analyzes the important use about the working-out procedure of administrative plan through a few typical examples in reality. The first part is a few questions about administrative plan. It introduces the characteristics ,the concept and the control by law of the administrative plan. The second part is the basic theory of the working-out procedure of administrative plan. It illustrates the connotation , introduces the scope and the characteristics. It focus on the differences about the working-out procedure of administrative plan and the procedure of the administrative plan. The third part is mainly the consideration of establishing this system in our country.The comparative analysis method, the logic-analysis method ,the value-analysis method and the contents-analysis method are the main methods in this thesis.
