With the increasing complication of political problem,economic problem and social problem, administrative body was given more and more administrative power.To control administration power and protect civil right through setting down the administrative procedural law became the need of social by law.Justice democratization and ration in the administrative procedure is the characteristic of modern administration by law.And this means paying attention to the private parties'procedual rights,enhancing private parties'subjectivity level.,changing them from the passive object to active participant.It is has a improtant role in realizing private parties'subjective rights and controlling administration power.This paper begins with the concept of the private parties'procedual rights,and anylizes the private parties'procedual rights in theory and practice.There are four parts in this paper. In the prelude,the paper begins with the problem of protect in private parties'procedual rights,and instructs the problem of procedual rights is not equal to the problem of procedure. In the first chapter,through analizing the similar concept,the author explaines what is the private parties'procedual rights,and introduces some inportant procedual rights,for example,the right to hearing,the right to withdrawal,the right to read office files and so on.In the second chapter,the auther detailed introduces the legitimte base of private parties'procedual rights,the value of procedure, the value of subjectivity.In the third chapter,the author introduces the history of private parties'procedual rights and the law guarantee of private parties'procedual rights,give some suggestions about realizing private parties'procedual rights.
