The Role Of Non-governmental Organizations In The Community Service System In China To Study

Transforming from socialism planned economy to market economy is huge change in China. On the one hand, it makes a new foreground to economy and social development; on the other hand, it caused a lot of new of society problems that needs government to solve. Because China is a developing country, it is just not enough depending on government. In transforming, service of needs, such as culture education,medical treatment hygiene,environment quality,household chores labor,safety guard against etc are increasing. Needs of high culture make government to found new way to supply community services. With increasing NGOs, its function is more and more distinctness. And it should create conditions those NGOs instead of government.The community is a collective of people who have one region, and do the same economic and politic activity. So the community could form some common value standard and dependency relation each other. The characteristic of the community is including geography district, interaction relation and common emotion.The brief of community social service is the community service. The meaning of the community service is that on government assistant and basing on difference needs of resident, governments,community and volunteer provide social welfare or commonweal service to resident. The community service is different from politics region or economic life. So the community service has own characteristics. These are represent service of welfare, public welfare, the masses, mutually, geographic.Currently, there are a lot of problems because of the governments supervision. Except the governments' function are messing, the effectiveness service of governments are not enough, the community service's rentability impair to commonweal, specialization of service needs improvement.From reforming and opening, NGOs are increasing in China. The amounts of NGOs are rising; the kinds of NGOs are all-round development. The service of NGOs involves education, science, technology, culture, hygiene, environmental protection, public welfare, philanthropic work etc. The functions of NGOs are more patency. NGOs' lawfulness consciousness is reinforcing. And NGOs could perfect self-discipline of regulations, improve people's quality. So NGOs' ability of self-control and service will higher improvement. NGOs play important roles in promoting social market economy to rose; and promoting social welfare,commonweal enterprise to develop; promoting technology,culture,educate to prosperity, enhancing employment and so on. Development of NGOs for establishment main body status in the community service exerts foundation.The theory of governance provided theory basis that establish main body statues of theory of NGO in the community services. The theory of governance is challenging to traditional country's and government's authority. It thought that governments were not only one authority. If all kinds of public or personal organizations exerting authority could be accepted by people, they could be authority center in different level. Governance means that country should be transiting responsibility to citizen society,private part,voluntary organizations. And governance means that ability of doing something well could not just have governments' authority,lay down the law. In public administration, there are some of other methods and technology of management. Governments should make these new methods and technology of management to be control in public business. Comparing with laying the governments to provide the community service, providing the community service has huge meaning by NGOs. NGOs could make up insufficiency ability of governments providing community services product; variety the community service needs high efficiency service of different providers; specialization of NGOs are important factor in the community service; and NGOs could maximum satisfaction needs of the community resident. So it is in favor of improvement of service quality and efficiency, and realizing social equity. NGOs will participate in the community service and become main body in the community what are viable. Developing NGOs are organization foundation. Transforming of government function is prior condition. Diversify needs of public service main bodies' are reality foundation. If NGOs should become main body in the community services, they do something in return. Firstly, it should built an institution environment in the community services, including to recognize NGOs, adjust government policy, modified the law; secondly, it should be built the new equal co-operation, interaction, cooperation in the community services, corresponded with relationship of NGOs and market, dealt with relation of NGOs and residents; thirdly, it must strengthen NGOs' construction,self-innovation, create a lot of financing ways, make human resources to exploit and utilize, build self-discipline institution. In the end, NGOs should adjust measures to local conditions, and protect the community services quality. NGOs should develop services by population characteristic and needs of the community residents. Services methods and facilities should humanization. The community services should pay close attention to residents' emotion and spirit demand.In a word, the community services neither are pure of the government behavior, nor pure of civil activity. It is not that the courses of various organizations participate in. In whole of building the community services, the governments,NGOs,enterprise,residents are important. The governments make macroscopic management, for example establish programming. NGOs are operator and organizer in detail. And they also are main body status to serve the community services.With polycentric governance of the community services, the research purpose demonstrated that NGOs should be one of main body in the community services. In practice, we can find a way of building Chinese community services. In methodology, researcher believed that knowledge and experience has own particularity. So, thesis adopted the methods of document analysis and comparative analysis to discuss viewpoint. And by analyzing, researcher adopts induction to conclude investigative topic and problems.
