Corruption has caused tremendous problems in society which is widely known,so there is little need to spend much time and energy for the author to do a research on the harms and evils of corruption.In a nutshell,it is incredibly difficult to look for an effective way to combat and wipe out corruption in order to advocate uprightness for that every nation has to find its own way that is suitable to the country's current situation and problems.This paper has been finished on the basis of a long period of concern about foreign anti-corruption measures and their effects,and the limits of anti-corruption approaches in China.People should bear in mind that the person who handles public power in hands ought to be supervised by implementation of a continually effective anti-corruption measures.As a systematic project to fight corruption,it cannot only depend on specific professional anti-corruption bodies but depends on comprehensive measures and systems to combat and curb it,or it cannot succeed,which is the objective and end of this paper.This paper is divided into four parts about 25000 Chinese characters.The first part is a summary of corruption crimes conceming definition of corruption crimes,characteristics of four criminal factors,analysis of relations of corruption crimes and official crimes and the new idea of the causes of corruption crimes in which the internal cause is the human nature for pursuit of interests and external one is the lack of effective control of public power.The second part deals with different anti-corruption measures adopted and carried out by Hong Kong and Singapore and what we can learn from them.Based of two successful anti-corruption models in the world,an analysis of designing characteristics of Hong Kong's Independent Commission against Corruption and Singapore's systematic anti-corruption measures is made.In the end what we can learn from their experiences of them are concluded.The third part describes the existing five big problems of anti-corruption measures in China especially in institutional designation aspect.The problems exist in regulations and laws of anti-corruption,layout of various anti-corruption bodies,internal supervision and public supervision of public power,and professional anti-corruption working mechanism.The fourth part concerns perfect of anti-corruption measures in China which is the most crucial one in this paper.We should perfect our anti-corruption measures from four aspects including educating,supervising, investigating and punishing.The educating aspect is to educate the officials about anti-corruption and meanwhile to wake up the society awareness of fighting corruption and improve their anti-corruption levels.The supervising aspect is to adopt various kinds of approaches and measures to supervise and control the control use of public power.The investigating aspect is to better the construction of anti-corruption bodies,to enhance the independence of judicial bodies,and to entitle the anti-corruption bodies more power.The punishing aspect is how to punish the corruption crimes.These anti-corruption measures which should be perfected from four aspects are carefully explained in this paper.We should analyze the current situation of anti-corruption in China and learn the effective ways of foreign countries to oppose corruption.
