The Research Of Construction Problems And Counter Measures Of Punishing And Preventing Corruption System Under The Good Governance Horizon

The Communist Party and national government have presented to build and perfect the system of punishment and prevention to the corruption, according to the experiences from in a long time anti-corruption campaign in the history of the PRC (for short, be called punishment and prevention system in the follow of this paper).In this paper, the objective of the research is the building and practice of the punishment and prevention system, which was researched with multiple perspectives from the transparency, rule of law and accountability, responsiveness and the validity based on the theory of good governance. Research perspective was relatively progressive and research contents were more systematically.The main opinion of this paper is:the construction of punishment and prevention system against corruption need to explore long-term. Now, it has already achieved significant results. Especially, a new anti-corruption and anti-corruption initiatives have won the approval and support by the people after the 18th Congress of CPC. However, cases of corruption in China remain high, anti-corruption tasks are still hard, the construction of punishment and prevention system against corruption, there are still many problems require further exploration by theory and practice. The main problems of the construction of punishment and prevention system that include public participation in fighting corruption is not mature enough, the lack of responsiveness of the contents of the system design, system design of the system is not complete, to do the supervision to chief officer and the level of the information publicity is not enough, and some obstacles presented in operation of functional departments. And in the old concept of the public, the government lacks the basis of interact with the public about anti-corruption, system construction lack legal support, responsibility of administrators is lacking, consciousness and lack of effective work system and mechanism are the main causes of these problems. To solve these problems and causes, we should reshape the anti-corruption governance idea, promote the multi subject participation, enhance the interaction between government and public, the construction department of independent operation, carried out in accordance with the law, strengthen the anti-corruption agencies of the government and the public responsibility, the construction of long-term mechanism to the system of punishing and preventing corruption. So we can thoroughly carry out the requirements of the party proposing about the strategy of prevention and punishment system, implement various tasks for treatment and prevention of corruption.
