Government Action In Specific Policy Paradigm: Multi-horizon "local Policies"

The concept of "local policy" is easy to understand, as well as difficult to define. The existing definitions of "local policy" are always on the perspectives of the traditional foundation of the government institution, the functions of the policy system or the policy implementation. This thesis will firstly summarize and analyze the existing definitions. Then use another concept of "policy boundary", to make a hypothesis that any policy is supposed to have the relevant boundary, and the "local policy" is the rules or policies which conflict with or even break through the boundary of the normal policy. The elements of "policy boundary" also conclude the boundary of policy-making power, the boundary of interest distribution and the boundary of rules and institutions; the concrete influence of Globalization to these boundary elements is also concerned about. From these perspectives this thesis will analyze the feasibility of the hypothesis of "policy boundary", which can probably help us to further define the actual form of "local policy".There are many cases prove the above characteristics of "local policy", especially in the field of policy making and implementing by local government and bureaus. In the field of investment introducing of local government, a lot of "local policy" always emerge in process of the environment influence evaluating, which can be seen as the result of the imbalance between the economy development policy and the environment protecting policy in local level; and this kind of "local policy" usually shows the policy invalidation of local government. In the case of "Tieben" company, we can probably get the emphasized answer that, local policy can not be in good condition with breaking the basic boundaries of microscopically rules and institutions; at the same time, these boundaries which restrict the "local policy" also have their own problems and shortcomings. Then the case of Wenzhou developing Model gives us a positive perspective, as it proves that some "local policy" will become special tools ,which can stimulate the local development, release the stress of policy boundaries, harmonize the relationship between economy growth and governmental interest increase, and improve the policy system in some informal ways.The theories and cases above both prove that "local policy" has its special advantages; for example, it accords with the spirit of "governing", as it can makeup the validity of local government, improve the whole efficiency of policy system and reduce the cost of reformation and development. In the meanwhile, its shortcomings and special inertia in many traditional problems will also weaken the validity obtaining and disturb the policy system. In the perspective of government development, numbers of changes can actually influence "local policy" in its process and features, especially the changes in the field of government systems, government action styles, policy value directions and the international environment. In a word, "local policy" is the special product of "policy boundary", which means that it is impacted by the elements of policy boundaries, and also has the function to promote the changes of policy boundaries. So the true "local policy" may be different from many traditional argues, which always focus on the negative aspects of these rules; by contraries, there are more functions of "governing" and "developing" should be greatly concerned about. We need to analyze this special policy phenomenon deeply in a neuter and dialectic way.
