Development is the theme of today's world and also the theme of contemporary China. The great vitality of Marxism is to seek its development with the development of time, practice and science. Therefore, it is of great value to think and explore a kind of concept in line with the objective law of development and finally to achieve the purpose of development.Since the 16th National Congress of Communist Party of China, the new central group of leadership with Hu Jintao as central secretary has formed the scientific concept of development when it leads Chinese people to reform and open up to the outside world and to practice modernization construction, facing the complex situation both at home and abroad and drawing lessons from the experience of other countries. The scientific concept of development--advocating people foremost and overall, coordinated and sustainable development--was proposed clearly and systematically on the third plenum of 16th Central Committee of CPC. Standing at the historical altitude, this approach of development further defines the question of what, why and how China should develop at the new developing stage of the world.The thesis consists of six parts. In the first part of introduction, the significance, status and methods of this research topic and the outline of this thesis are presented. In the second part, it presents the definition, main content and basis of the scientific concept of development to prove that this concept of development is formed based on the national conditions and foreign experience. In the third part, the theories of development abroad and their impact on China are introduced. The lessons the scientific concept of development draws from are presented theoretically. In the fourth part, it mainly presents the merits and shortage of other countries' development. The lesson the scientific concept of development draws from is demonstrated practically through the analysis of the success of Eastern Asia, the failure of Latin America and the untraditional safety events that happened at the end of the 20th century. In the fifth part, advice and criticism from other countries on the problems that occur in the process of China's development and the reflection of the Chinese government are introduced to prove that the advice and criticism from international society are necessary for the implement and perfection of the scientific concept of development. In the last part of conclusion, based on the elaboration of the second, third, fourth chapter, the thesis puts forward that the essence, core, basic methods and other aspects of the scientific concept of development learn from foreign experience. It not only has domestic background but also possesses international background. Since China has no chance to develop itself without the world, Marxism with Chinese characteristics cannot develop without drawing lessons from the development of contemporary world and its theories. Through the research of how scientific concept of development learns from foreign experience, we have witnessed that the sustainable vitality of socialism with Chinese characteristics comes from its practicality and open-endedness, which is also the eternal power that enables us to keep to the path of development under socialism with Chinese characteristics.
