Development and innovation is not only the theme of the contemporary world but also Chinese contemporary theme and the most important task. Marxism focuses on development. Marxist developmental concept is one of the core domains in Marxism. In the history of human development, generation after generation Marxists insist on proceeding from reality in everything from changes in the socio-economic situation on making scientific judgments and answering development questions in order to study the development of continuously deepening. After the human society entered the 21st century knowledge-based society, Hu Jintao as general secretary of the Central Committee at the Third Plenary Session of the Sixteenth Central Committee put forward the scientific development concept, which is our party's understanding sublimation on the law of economic social development in socialist market economy, is to Marxism, Leninism, Mao Zedong Thought and Deng Xiaoping Theory' inheritance, enrichment, development and innovation on the social development thought. Adhering to and implementing the scientific development concept is of great significance for Chinese modern socialist construction and development.This article believes that development is the first prerequisite in the scientific development concept, the nature is people-oriented, based on the principle of comprehensive , coordinated and sustainable development, and the key is overall planning. So far, the scientific development concept has developed into the theoretical system which has a major impact on Chinese socialist modernization and development. The concept of scientific development theory derived from Marxist and Leninist development concept. Chinese leaders throughout history had explored the scientific development concept. Through logic analysis on the scientific concept of development and the Marxist concept of development , this article believes that the scientific concept of development is the latest theory outcome of the Marxism in China. Firstly, this article analyzes the scientific concept of development is succession of Marxist concept of development from four specific respects: the main of development, the law of development, the connotation of development, the purpose of development. Secondly, this article put forward the concept of scientific development to enrich and develop Marxist concept of development mainly reflecting the main third aspects: First, to observe and understand the world with the system and dialectical perspective; Second, to observe and understand nature with the harmony fundamental position; third, to observe and understand social with overall organic approach. Thirdly, the article points out that the concept of scientific development is innovation of Marxist concept of development mainly reflecting in five aspects: first putting forward "people-oriented" development concept, first uniting comprehensive, coordinated and sustainable development concepts as an organic unity, for the first time putting forward "Five balances" system development concept, for the first time explicitly putting forward why and how to development, and put forward a series of new viewpoints and new policies on the basis of summing up and the outlook.
