The principle of proportionality is one of the principles of the Law of Administrative,which has the effect of " Dragon in jurisdictions",also plays an important role in the field of public law,and has absolute binding in the implementation of administrative law.The principle of proportionality in the field of administrative law also determines the special status of of the principle of proportionality in the field of administrative law and public law teaching.This thesis attempts to analyse the principle of proportionality from the perspective of legal education.And by establishing the theoretical and pratical framework of the principle of proportionality teaching,it trys to focus on the establishing of "systematization of teaching modes" of the principle of proportionality.And on the basis of analysis and review of current administrative law teaching according to "systematization of teaching modes",this thesis also hopes to reexamine the principle of proportionality teaching in order to reposition the role of the principle of proportionality in the system of administrative law teaching.This thesis is divided into four parts.The first part is the basic concepts of the principle of proportionality teaching. Firstly this part explains the basic conception system of the principle of proportionality,then defines the concepts and area of the principle of proportionality teaching,and at last by analyzing the characteristics of the principle of proportionality teaching,hopes to establish the basic theory of the principle of proportionality teaching. The second part is the setting of goals of the principle of proportionality teaching.This part discusses the goals of the principle of proportionality teaching from two aspescts of connotation and denotation and its role.The third part is the reestablishing of the brand new systematization of teaching modes for the principle of proportionality teaching,which is the focus of this thesis,in this part the author pays great effort to analyze the deficiencies in current the principle of proportionality teaching and tries to search for innovation methods and to establish the brand new systematization of teaching modes for the principle of proportionality teaching against the background of innovation.The fourth part is the principle of proportionality teaching in the education system of administrative law.By discussing the role of the principle of proportionality teaching as the basic principle,accordingly this part tries to establish the basic status of the principle of proportionality teaching in administrative law teaching system.
