Under the background of jointed the WTO and establish the socialist market economic system,the working and assignment organization pattern of Chinese government functional departments include Public Security Organs are facing the challenges and effects.How to integrate the modern management theories achievement and the factial work of Public Security,develop a competence model possess Public Securiy profession characteristic,is a wholesome attempt to promote personnel management and impel the regular construction of the Public Security troops.This research takes the head of local police station in urban of Kunming as an example,to quest the competence model of basic level Public Security Officers.The study has four stages:The first stage was to reading theory and articles.Based on the theories about competences,describes the origin,definitions and research approaches of competence theory and retrospects to the research results of government and Public Security official competence theory both within China and abroad.The second stage was position analysis.Combine the further deepen reform of Public Security working mode,to analysis investigate the work function,target position and develop environment in future of local police station,grasp the job task responsibility,work trend and emphasis,as a guide of the model construct.The third stage was to structure a competence model.To adopt behavior event interview and questionnaire methods, investigated more than 190 public security officers and policemen,through the factor analysis,explores the competences model with four categories and eleven items of competence as:(1) Personal particularity:Responsibility;Honest and self-discipline; Political quality;Confidence.(2)Knowledge:Policy and legislation;Community knowledge.(3)Ability:Leadership and tactics;Communicate and coordinate;Response to complex situation.(4)Physiology and psychological:Physical quality; psychological adjust and control.The fourth stage was verifying the model,together with investigate of the use in practical work.The results and findings in this research will be helpful to selection,training and development,performance appraisal,compensation management and career development planning.
