Government Self-interest

China's reforming and opening policies have been implemented 30 years and on a key step at present. China's administrative systems is not conform the new situation and tasks. The transformation of government functions is still not in place, government often unduly interfere with micro-economic operations, and the social management and public services is still relatively weak. China's government departments' duties and responsibilities are out of line .Government inefficiency and the government agencies set' up unreasonable .The operation and management system is not perfect. The supervision and control mechanisms for the powers of government are also not perfect. Abusing power for personal gains and corruption phenomenon still exists. This phenomenon restricted to the economic and social development now.Based on related theory of government self-interest, the author think for some Phenomenon and problems in public investment from government in wenzhou city, and analysis status quo and features of government self-interest in public investment, try to evaluate government self-interest in public investment, and distinct which self-interest is reasonable, on purpose to find some way to solve and avoid unreasonable government self-interest.In this paper, the government self-interest has damaged the reformation of theadministrative system. By the analysis in theory and case studies, this paper reached the following conclusions: In the private sphere, the market economy affirming the right to pursue personal interests is reasonable. However, it is hard to distinguish the government officials' actions. Their activities in public investment for the personal interests will inevitably undermine the public interests. If their personal interests be not restricted, the public interest will no longer exist. Based on observation for specific government behavior in public investment, we can know that how their own interests tend to expansion. So we can find the way to restrict and bound the unreasonable selfishness from local government behavior. Reforming the administrative management system, transforming government's functions, building the legal system, improving the moral standards of the members of the community, local government could be help to going to the public benefit, and promote the coordination of interests and social harmony.
