From The Government "internal" To Reflect On The Phenomenon Of Government Failure

Government Failure is a common issue of modern economical countries. Government failure is casted by many reasons. Due to the limitations of human rational ability on reacting the complex environments, it is unavoidable to some extent. So, it is a huge challenge on avoiding the issue of government failure. If we only accentuate the importance of outer environment, it is feasible to indulge into the dilemma of "structure following strategy"; However, the real value of government as a legal undertaker of social public spirit is, no doubly, tackling variety of complex issues including the query of the legality of itself. And the method of solving problems by its own condition is one of it's main target. Scholars are always analyzing and studying the appearances and sources of it, seldom tracing the nature of government failure. So, the nature of Government failure, internality, is the most important aspect on analyzing this issue, and also is of great Practical significance. This dissertation tends to start from the relationship between Internality of government and Government failure, and then analyze the Internality of government. After that, the appearances and evidences of Government failure caused by government internality are concluded. In the end, steps of eliminating government internality and possibility of government failure are posted carefully.
