With the enhanced awareness of people's rights, the public to actively participate in social affairs and desire for social justice are more strongly. At the same time, our country pay more attention to public demands, especially in the judicial level. The purpose of justice is to protect the livelihood of the people's court, and to satisfy the needs of the people of justice. However, many problems exist in our judicial system, such as judges discretion to be constrained, justice needs to be improved, judicial corruption need remediation. Reform is the driving force. The reality of the plight of justice and the pursuit of justice for the people determine the necessity and urgency of judicial reform.In judicial practice, by Xu Ting case and Peng Yu case, we not only see the public's attention on the administration of justice and the pursuit of justice, but also have seen the dark side of public opinion, which the media and the network have important influences on the formation and expression of public opinion. Subject to restrictions on limited information, the expression of public opinion is true to some extent the composition, not the true meaning of its own expression. Public distortion or pseudo-obstruction is an obstacle to judicial reform. Based on the above considerations, this thesis wants to discuss and analyze the relationship between public opinion and judicial reform, trying to seek the solutions and harmonize the relations between the justice and public opinion.This thesis is divided into five parts. The preface introduces two cases to lead to the theme of this article, "Judicial reform on how to deal with public opinion". The first part is the correlation analysis about public opinion. The first aspect analyzes the concept of public opinion; the second aspect is about main factors influencing public opinion,; at last, analyze the effect of the expression of public opinion. The second part illustrates the necessity for judicial reform. The plight of justice determines its necessary to reform, and point out the absorption of public opinion is the only way to succeed, because public opinion can provide sufficient impetus for the development of the law. The third part discusses the way of public opinion accessing to judicial reform. In the study of the traditional justice's attitude to public opinion and modern justice on the basis of opinion polls, we need to combine our social reality and the concrete practice to design of the path. The epilog restates the opinion of thesis: we should treat public opinion rationally, and judicial reform should take the public opinion seriously.
