From June 1952 to March 1953, the Government Administration Council Committee on politics and law court system in the country launched a large-scale judicial reform movement. This judicial reform movement in the new building in the history of China's legal system is very important in history. This important historical position is that the operation of the formation of a new judicial system, established a new Chinese judicial tradition, 50 years after the founding of New China's judicial operation mechanism and the administration of justice had a profound impact.Judicial reform movement is of great political significance. Through judicial reform, the central government strengthened the leadership of the judiciary, close relationship with the masses. Court set a realistic, relying on the masses of the new judicial style, formed for the people services, convenience, consistent with democratic theory of the judicial system, has won the support of masses. Unfortunately, for various reasons, the movement has a certain historical limitations.This article is divided into five chapters. The first chapter describes the historical background of judicial reform, Shanghai, and in time for the node sums up the central guiding principle of the judicial reform process of development. Second, third, four chapters, according to the Shanghai development process of judicial reform movement, the detailed division of the three nodes were kicked off: the internal learning and self-examination; fully carried out: mass mobilization and organization revealed rectification stage; depth : Organization treatment and judicial construction stage. Chapter is mainly focused on the judicial reform movement thinking, in the history of the position from both positive and negative evaluation.
