As a macroeconomic tool the government procurement can optimize industrial structure, refine the environment, promote the employment, accelerate the scientific and technological innovation etc. in the national industry system. Especially in the global financial crisis, after sweeping through the national industry, the Chinese government purchase protection can promote national industrial revitalizing, then directly promote sustainable economic development. This dissertation attempts to discuss legal problems of the government procurement in national industry development at the background of globalization.This dissertation includes three chapters. The first chapter is "Introduction", which analyzed the background and significance of research at home and abroad, described the research content and innovative ideas. In the trend of global trade liberalization, it is in imminent to protect national industry with the Act of Government Procurement; yet how to coordinate the International Convention and the domestic legislation conflict is a facing problem. Chapter 2: "National Industry and Chinese Government's Purchase." After introducing the importance of protecting national industry, explored the possibility and necessity of protecting national industry with government procurement in detail, meanwhile, it gave reasons of the necessity of ruling the government procurement by law. The third chapter is "Consummating the Method of Protecting the National Industry with the Act of Government Procurement". In reference to the successful experience of the international organization and the developed countries, it discussed the principle of reasonable and lawful, the principle of supreme interest of the country in the consummating process. It proposed method to coordinate national legislation and the International Convention. Finally, it discussed the means to establish the priority of national goods.
