The research object of this paper is limit to the nonprofit library. It has always been a faithful representative of the public interest, and precisely because this it enjoys certain copyright limitations and exceptions in copyright laws, In the network environment, the traditional "privileged" space is narrowing. On the basis of clearing the social value and the legal status of the digital library, this paper compares the limited systems of copyright laws in the international covenant, major developed countries abroad and in China. Further it analyzes the copyright difficulties faced in the development of the digital library, finally it points out that it could use the fair use, the statutory licenses and the compulsory license jointly to copy with the copyright issues, and gives some proposals to improve the relevant laws and promote the digital library's construction and development.
